German, French, and Luxembourg Ambassadors assess development projects in Gakenke
The German Ambassador to Rwanda, Heike Uta Dettmann, alongside the French Ambassador, Antoine Anfré, and the Representative of Luxembourg, visited Gakenke District to evaluate its development progress.
Their visit focused on initiatives supported by their respective countries through the Pro-Poor Basket Fund, a financing mechanism designed to bolster Rwanda’s socio-economic growth.

Accompanied by the Minister of State in the Ministry of Local Government (MINALOC), Kayisire Marie Solange, and the Director General of LODA, the delegation toured Rutake Health Center and Karama Primary School (EP Karama), both located in Janja Sector, Gakenke District.
Rutake Health Center, which cost RWF 339 million, serves approximately 27,837 people. Meanwhile, the construction of 40 classrooms, completed with an investment exceeding RWF 357 million, has significantly improved access to quality education in the area.
The Pro-Poor Basket Fund was launched in partnership with the Government of Rwanda and the German Development Bank (KfW), with Germany contributing €31 million. France, through the Agence Française de Développement (AFD), injected €16 million, while Luxembourg, via its Luxembourg Development Agency, contributed €3 million. Additional funds brought the total investment to approximately €57 million.

Launched in 2023, the fund began implementing projects in 16 Rwandan districts in January 2024, prioritizing large-scale rural infrastructure development.
Residents benefiting from these projects highlight their transformative impact, particularly in improving healthcare and education services, which have significantly reduced isolation and enhanced their quality of life.
